Obtener ruta de archivo y nombre de archivo de la imagen de la galería seleccionada en Android

Estoy creando una aplicación que carga una imagen seleccionada de la galería y la carga en un servicio web. El servicio web requiere el nombre de archivo de la imagen seleccionada más una encoding base64 del contenido del archivo. Logré lograr esto con una ruta de archivo codificada. Sin embargo, estoy luchando por obtener la ruta de archivo real de la imagen. He leído en la web y tengo este código, pero no funciona para mí:

Si eres como yo y no tienes un archivo local listo, por ejemplo, si quieres darle al usuario la oportunidad de tomar una foto y luego subirla, esta es la forma de hacerlo. Soy un novato en Java pero tengo mucha experiencia en la encoding. Stackoverflow me ayudó a asignar, así que ahora es mi momento para hacer algo de nuevo.
