Androide; Geocoder, ¿por qué recibo “el servicio no está disponible”?

Quiero utilizar el Geocoder en una aplicación de Android, tengo la siguiente pieza de código para probarlo:

¿Por qué el servicio no está disponible? Tengo lo siguiente en mi manifiesto

   

La documentación indica: The Geocoder class requires a backend service that is not included in the core android framework , ¿cómo / dónde puedo obtener dicho servicio?

Es un error en el emulador para 2.2 http://code.google.com/p/android/issues/detail?id=8816

También me he enfrentado a este tipo de problemas como geo.getFromLocationName return null o este tipo de excepción, así que busque la solución alter net. He utilizado Google api para obtener lat / long y aquí está el enlace de referencia.
